Do you need permission for steelwork? An Irish overview
Two separate systems apply to most Irish building work: planning permission, which is about what you are allowed to build, and building control, which is about how safely it is built. Steel projects can touch either, both or neither.
Planning permission
Certain domestic extensions fall within exempted development limits on floor area and other conditions, which is why many rear extensions proceed without a planning application. Those exemptions have conditions attached, and they can be removed for protected structures or by a condition on the original permission.
Front boundary railings and gates are commonly subject to height limits under the exemptions, so a tall front gate may need permission where a lower one does not.
Building control
Separately from planning, works above certain thresholds require a commencement notice and, for larger works, the assigned certifier process under the Building Control Regulations. This is where the structural steel documentation matters, because the certifier has to demonstrate compliance.
Even where a full certifier process does not apply, the work still has to comply with the building regulations. Compliance is not optional just because nobody is formally certifying it.
Protected structures and conservation areas
Dublin has a large number of protected structures and architectural conservation areas. Works to a protected structure that would affect its character generally need permission, including things that would otherwise be exempt, such as replacing railings.
The local authority conservation officer is usually helpful if approached before work starts rather than after.
